Why can't I see the full text of the article on one of the Online Resources databases?

Answer

Databases can contain citations and abstracts (a summary of the content of an article) with no full-text article attached. The full-text of the article may not be attached to a citation you found because different journals are contained in the various databases, so the full-text of an article may not appear in the particular database you are searching, but may appear in another database. You can limit your search to only results that are full-text.
